I had a very rewarding opportunity on Friday to meet with a fantastic group of HR professionals and discuss the various facets of second generation HR strategic planning.? Most organizations developed their first HR strategic plan during the 1990s or early 2000s.? For most of us, the plan included our goals as a team coupled with our approach to recruitment, compensation, benefits, retention, and automation.? After almost two decades of transformation in human resource operations and practices as well as growth in technical and non-technical capabilities, a second generation of planning has evolved.? Now more than ever, the plan acknowledges the important of human resources supporting business objectives. ?The new approach strives to:

  • increase the linkages between business objective and human resource management to add to the organization?s competitive advantage;

  • link human resource success to organizational success.

Among the successful, second generation plans, three factors seem to be present in each:

By aligning each major component, not only is the plan?s chance of success increased, but the organization functions in a more integrated and efficient manner.
  • Data ? planning fails to reach its full potential without a sufficient use of data analysis.? Not only should inputs and outcomes be analyzed, but the drivers and processes in between.? A planner needs the right data to support the findings as well as the goals.
  • Process ? we all learned, the typical or basic planning methodology in school of developing vision, creating mission, assessing strengths and weaknesses, developing goals, and determining how to implement, multiple methods and tools are available today.? The best process depends on your organization and its culture.? While the best process is inclusionary, the structures, tools, and steps should be responsive and flexible.

Netflix app for Windows 8 now available for download

Microsoft confirmed some time ago that a Netflix app would be available for Windows 8, and it turns out it's available well before the big October 26th launch date. Netflix announced today that the app is now available for download from the Windows Store for those who've already upgraded to an early version of the OS. Expectedly, the app matches the overall style of Windows 8, and Netflix says that it's also made the app more efficient to cut down on both CPU and battery usage. It's quick to point out that this is only the first version of the app, though, noting that it has "more updates and ideas in the pipeline for later this fall."

Wall Street slips as bank earnings disappoint

NEW YORK (Reuters) - U.S. stocks fell on Friday after revenue from Wells Fargo disappointed investors, offsetting a jump in consumer sentiment to a five-year high.

Wells Fargo, the biggest U.S. home lender, lost 3.3 percent to $34.03 after its total quarterly revenue of $21.2 billion missed analysts' forecasts.That shortfall prompted investors to sell other bank shares, in spite of a record quarterly profit reported on Friday by JPMorgan Chase & Co. Shares of JPMorgan slid 1 percent to $41.68.

The KBW Bank index lost 2.5 percent.

As a group, S&P 500 companies' quarterly earnings are expected to fall 3 percent from a year ago, according to Thomson Reuters data, compared with a forecast calling for a 2.1 percent decline estimated at the beginning of the month.

"Ultimately, what's going to drive profits will be corporate earnings that come out over the next three weeks and how these earnings match up with expectations," said Chuck Carlson, chief executive officer of Horizon Investment Services in Hammond, Indiana.

The benchmark S&P index is down 2.2 percent so far this week, putting it on track for its worst weekly performance since a 3 percent drop in the week that ended on June 1.

"Expectations are low, and the hurdle has been set lower so from that standpoint, it shouldn't be too difficult for companies to surpass."

The Thomson Reuters/University of Michigan's preliminary October reading on consumer sentiment rose to 83.1, well above the forecast for a reading of 78.

Advanced Micro Devices Inc fell 10.2 percent to $2.87 a day after the chipmaker said its third-quarter revenue probably fell 10 percent from the previous quarter as a weak global economy and a growing preference for tablets slams the PC industry.

The Dow Jones industrial average dropped 12.54 points, or 0.09 percent, to 13,313.85. The Standard & Poor's 500 Index shed 5.40 points, or 0.38 percent, to 1,427.44. The Nasdaq Composite Index slipped 5.24 points, or 0.17 percent, to 3,044.17.

Apple recouped some of its losses from Thursday afternoon and added 0.5 percent to $631.38 on reports that it would unveil the much anticipated mini iPad on October 23.

U.S.-listed shares of STMicroelectronics shot up 7.6 percent to $6.07 after Bloomberg reported Europe's top semiconductor maker was considering a breakup that could lead to the sale of its struggling mobile-phone chip business.

J.B. Hunt Transport Services jumped 7.4 percent to $58.84 after posting quarterly earnings, pushingthe Dow Jones Transportation average up 0.8 percent. Analysts have noted the divergence between the transports and the industrials as a troubling sign for the markets.

In another look at the U.S. economy, the U.S. Commerce Department said its core Producer Price Index, which excludes volatile food and energy costs, was flat in September, compared with August.

The Sweet Life: Pastry Family Tree

One of the challenges that I face with my staff is that they tend to slow down and become nervous when given a new recipe, whether it is for something as simple a new cookie, or something a little more complex. For instance, I gave a recipe to one of my newer cooks, J. It listed the ingredients, listed cooking methods, and combining the components. When it came time to finishing the recipe, it said "Put the pastry cream into the robot coupe and add the chevre." She turned to me and asked if she had missed something. "Where is the pastry cream? It's not listed in the ingredients." she asked. I then had to show her that the first part of the recipe is making a pastry cream with the first few ingredients.

I suppose part of me knew that they are not aware of what they are making on a daily basis or why. That they just look at ingredients listed and methods and don't think about it. That they were just blindly trying to get through prep lists and go home. Just getting through the day.??Often I'm not really aware that others in the kitchen aren't like myself, constantly thinking through a recipe, no matter how many times I've done it.

So, in an effort to teach my staff about the whys and hows of cooking and pastry, I started having a one-on-one conversation with one of the most recently hired pastry cooks about the Pastry Family Tree.

Just as in savory, pastry has an intricate lineage running through our recipes that can be traced back to Mother Sauce(s). The most basic begins with Creme Anglaise. Being a custard, it is the matriarch of many of pastry's creations, from sauces, other custards, to bases for bavarians, or mousses. Changing the ratio of ingredients, and sometimes, adding other components, you can create a variety of items, as well as learn how changing the cooking methods are a way of getting those ingredients to react to one another differently to effect different results.

The Anglaise method is basically heating your liquids (milk, cream) and tempering it into a yolk and sugar mixture, returning this to your pot and cooking this mixture on the stovetop to 77?C - 85?C.

If you were to add cornstarch to the Anglaise - keeping the same method of cooking it on the stovetop - you have pastry cream.

If you temper the hot liquids into the yolks, strain, and pour it into ramekins and bake it in the oven in a water bath, you have creme brulee (and pots de creme, etc.). You have changed the cooking method to a baked custard.

If you add whole eggs and bake the custard, you have a flan.

If you spin your cold Anglaise in an ice cream machine, you have ice cream.

I was teaching E. about how to make Italian Meringue Buttercream. A recent graduate of French Pastry School, she has not had much experience in the field, other than baking for friends and family. While at the mixer, we explored the branch of the Meringue family tree.

Italian Meringue is basically egg whites, whipped until light and fluffy, then a sugar syrup (heated to a certain temperature) is added to stabilize it.

Add butter, and you have Italian Meringue Buttercream.

Add bloomed and melted gelatin, and you have marshmallows.

Fold your Italian Meringue into a base of almond flour, powdered sugar and liquid whites, you have French macarons.

Change the components of the syrup and the ratio of syrup to egg whites, and you have marshmallow fluff.

Now, if you marry Pastry Cream, gelatin, and Italian Meringue, you have a chiboust.

It's been interesting talking to E. about how these things are all interconnected and how changes create new things. I tell my staff, there is no "new recipe" but just the same methods, and often the same ingredients in different ratios.

Recipes are guidelines. They are reminders of how just much and what you need to make a particular item. Learning the actual methods and what to look for - "When is it done?" "When it's done!" - instead of sticking strictly to cooking time, for instance, you learn about the chemistry and the hows and the whys. You must always be present, aware, and you must think when cooking and baking. There are so many variables that recipes don't cover, such as an oven running hotter or cooler, gas versus electric stoves, and climate changes, that you need to learn to recognize what is going on with what you're making. The fact that so many family recipes are passed down the each new generation by learning with someone makes more sense than just inheriting a recipe box.

It's not always easy getting people to think and learn. It's not always easy to take the time to teach someone methods. Some days you spend putting out more fires than guiding your staff. Some people are actually just working for a paycheck, while others, like E., are interested in learning what's behind the written recipe. I'm looking forward to introducing the rest of my staff to the Pastry Family Tree and hope that I am able to reach them and teach them what I know. I understand that it is a process and that I have to learn to be patient with myself - many times the things that come easily to me, these things that I take for granted - won't come easily to others. And I have to be patient to those who are not as much of a pastry nerd as I am and try to find a way to reach them as well.

Next time you're making brownies, a cake, or even a soup, think about what's going on in front of you. If you have time - when you have time - experiment a little and see what happens. You may find a delightful surprise in a recipe you've used for years.

Threat looms over Bali bombing 10th anniversary

BALI, Indonesia (AP) ? A decade after twin bombs destroyed a holiday in paradise for tourists partying at two jumping nightclubs in Indonesia's beach resort of Bali, survivors and victims' families on Friday braved a fresh terrorism threat to remember those lost to the tragedy.

Security was tight with more than 2,000 police and military, including snipers, deployed to guard the memorial services after reports involving the "certain movement" of terrorists were announced two days earlier, raising the security alert to its highest level.

"The loss is not just giving us grief, it is also giving us the strength to fight terrorism and all other extremist activities," said Bali Governor Made Mangku Pastika, the former police chief who led the investigations following the attacks.

The 2002 bombing was Asia's deadliest terror strike, killing 202 people ? including 88 Australians and seven Americans ? and injuring more than 240 others at the popular Sari Club and Paddy's Pub in Kuta that sultry Saturday night on Indonesia's resort island. The attack, carried out by suicide bombers from the al-Qaida-linked group Jemaah Islamiyah, kick started a wave of violence in the world's most-populous Muslim nation hitting an embassy, hotels and restaurants.

Australian Prime Minister Julia Gillard attended Friday's event along with John Howard, who was Australian premier at the time of the attacks. Indonesian Foreign Minister Marty Natalegawa along with other dignitaries also paid their respects.

"On September 11, terrorists attacked the great symbols of American prestige. Here in Bali, they attacked our people and, through them, sought to overwhelm our values," Gillard said. "Here on these bustling streets, they inflicted searing pain and grief that will never end. But even as the debris fell, it was obvious the attack on our sense of ourselves ? as Australians, as human beings ? had failed."

Many attending the memorial under hot, sunny skies walked past a row of color photos covering large black boards, some stopping to touch the faces of the victims they knew. Others sat in white chairs with their heads bowed as they listened to the speeches encouraging remembrance and healing. Each victim's name was read and candles were lit in a pool to represent each of the nations that lost citizens from numerous religions.

Memorial services were also held across Australia to mark the anniversary. In the capital, Canberra, dignitaries and family members of those killed gathered at Parliament House to mourn.

Surgeon Fiona Wood, who led a team of Australian doctors that treated victims horribly burned in the attack, spoke of the survivors' bravery.

"A young woman whose injuries were beyond comprehension. The first thing she said when she came out of her coma was, 'I'll never run ? will I walk again?'" Wood recalled. "I said, 'You will walk, you will run, you will race.' And in 2008, she beat me in an ironman ..."

Most of Indonesia's 210 million Muslims practice a moderate style of Islam that condemns violence, and the government has worked to root out extremists. Terrorist attacks aimed at foreigners have been largely replaced in recent years by smaller, less deadly strikes mostly targeting police and anti-terrorism forces.

Data from the National Police shows more than 700 militants have been arrested over the past 10 years, including 84 last year. Dozens more have been killed since the Bali bombings. Though the number of domestic terrorist attacks has risen, suicide bombers are more likely to act alone or in smaller groups than they did in years past.

The Bali attacks received massive international attention due to the number of foreigners killed, but 38 Indonesians also died in the blasts.

Tumini, 37, who like many Indonesians uses only one name, was a bartender getting ready to serve her first customer that night at Paddy's Pub. Suddenly, she was rocked by the explosion and felt intense pain wracking her body.

She was thrown outside the bar and knocked unconscious. The only thing she remembers is waking up in the hospital with burns covering her face and body.

Today, the mother of three still struggles to understand why she survived when so many others died. She was forced to find lower-paying work and cannot afford the medical care needed to treat her condition.

"I feel my life is still miserable. I am not 100 percent normal," she said. "I often think and ask why God still allows me to live if I have to endure this pain."

Register a domainWhat?s in a domain name? Quite a bit, actually. Choose well, and the online world will beat a path to your website. Choose poorly, and you?ll find yourself languishing in a forgotten corner of the internet along with all those creepy dancing hamsters and babies.

Just what constitutes a ?good? domain name is a matter of debate, and there are probably as many opinions on the matter as there are experts. However, despite the controversy, there are some best practices on which most folks agree.

  1. Choose a domain name that?s relevant to your site. You want your domain name to make sense to your customers and properly reflect what your business does. Given enough time and money, you could probably build a memorable brand around a domain like schmulkus.com. But if your goal is to grab traffic right out of the gate, you need a name that makes sense.
  2. Make sure your domain name is memorable. You don?t want your customers to have to look up your website every time they want to visit it, so give them a domain name that?s simple and catchy. You should also make it easy to spell so you won?t be losing visitors to typos.
  3. Grab a dot-com domain if you can. For many folks, the .com extension is synonymous with the internet. Even if you manage to build a successful brand with a .net or .org domain, you?ll still be losing a lot of traffic to people who default to .com when typing in a web address.
  4. Avoid keyword stuffing your domain name. The use of keywords in your domain name is one of those hot-button topics that?s guaranteed to start a brawl in any crowd of search marketers. Guam - As expected, Lt. Governor Ray Tenorio has vetoed Bill 513, Senator Ben Pangelinan's health insurance choice bill.?

The measure would have changed the way GovGuam procures health insurance by allowing GovGuam employees to pick from multiple pre-qualified health insurance providers.

In a release to the media the Administration cites the concerns from the Attorney General who said the Bill could not be enforced because the health insurance selection process is now? under protest and the Hay Group which concluded that rates would rise under Bill #513..?

Senator Panagelinan has disputed the Hay Group findings saying Bill #513 would cap rates and not increase them.

Acting Governor Ray Tenorio vetoed the bill Friday afternoon calling it another "election-year empty promise" that was "wrought with severe legal factual financial and actuarial deficiencies in it's assumptions and analysis."

Governor Calvo had the Lt. Governor act on the measure in order to avoid any appearance of a conflict of interest. Calvo's SelectCare which is owned by Governor Calvo's family is currently the sole provider of health insurance to GovGuam employees.

According to the release Governor Calvo is in Saipan to see how Guam can help with the hospital crisis happening there.

The Attorney General is concerned Bill No. 513, which circumvents the procurement process on health insurance, was rushed and may subject the government to legal action. An independent actuarial consultant opined the bill, if passed into law, is unrealistic and will hurt retirees and active employees. Either one of those concerns by these independent experts would be enough to veto the bill.

Acting Governor Ray Tenorio vetoed Bill No. 513 this afternoon after calling it another election-year empty promise to people ?wrought with severe legal, factual, financial and actuarial deficiencies in its assumptions and analysis.?

Governor Calvo, wanting to avoid any appearance of a conflict of interest, handed the matter to the Lieutenant Governor for his review. The Governor is in Saipan to see how Guam can help with the hospital crisis happening there.

Bill will raise costs on retirees & employees
In his letter expressing his objections to the Speaker, it all came down to bad legislation that will end up hurting some of the most vulnerable in our community on a fixed income: ?Bill 513 is fiscally irresponsible, and this administration will not enact legislation that increases the cost of necessities on our manamko and on our hardworking employees.?

Acting Governor Tenorio is referring to the analysis by the independent actuarial consultant, the Hay Group, which warns that one of the impacts of Bill No. 513 will be to raise insurance costs for retirees, especially those over 65. The analysis goes on to state that the bill creates a ?huge? possibility that active employees will overpay on their premiums under the financial scheme of Bill No. 513.

That scheme also was questioned by acting Gov. Tenorio and the Hay Group.? ?We have no idea what the contribution rates required on page 9 [of Bill No. 513] are derived from nor can one tell what relationship they have to employee contributions. Depending on the full rates quoted, the employees maybe paying more or less than they do currently for basically the same coverage,? writes Marie Dufresne, Senior Principal for the Hay Group.

The Untold Story: Benefits went up w/o addtl. costs
By contrast, the current insurance provider is providing wider coverage and more benefits this year at the same prices charged last fiscal year at no additional cost to the government of the GovGuam employee. ?[I]nstead of increasing the cost of insurance, the Department of Administration (DOA) was able to negotiate ? before Bill 513 was passed ? a continuation of the existing health insurance, with an increase in plan designs required under PPACA, at no additional cost to the government or the GovGuam employee. To their credit, DOA was also able to negotiate a continuation of the current rates despite that the incumbent carrier could have charged more for the additional coverage as HIPAA does not place any restrictions on rates,? acting Gov. Tenorio wrote in his veto message to the Speaker.

So, despite the artificial and fictional ?emergency? created by the legislature on this bill, which turned out to be a rush job, the claims of providing better coverage at lower rates all turn out to be false and empty promises. The Hay Group writes, ?With all of this background and built in protection for the Government, we were very surprised with this rush to pass a one year RFP process Bill that we very much believe will not save premium dollars and in fact we feel that few if any insurers would be comfortable even providing a quote given the very serious constraints in the Bill. If this happens, you would have a very uncompetitive result.?

Acting Gov. Tenorio appeals directly to Guamanians:
?Fellow citizens, take comfort. There are only three weeks left until the election. All of this phony concern and so-obvious rush to score political points at the expense of your pocketbooks will end the evening of November 6. Governor Calvo and I will remain vigilant against all these politics.?

1.?Get an estate plan. Okay you may be single with no family and you say you don?t need an estate plan. Not true. Make a holographic will and just give everything to your favorite charity. Do you have kids and an extended family? This is all the more reason to have a good estate plan. The basics would be a will, power of attorney for health care (or medical directive), and a power of attorney for financial care. Have a large estate? Then you can add things like a revocable living trust, charitable trusts, etc.

Don?t get an estate plan and then don?t be surprised when the ex-wife inherits everything because your spouse didn?t change the beneficiary designations or the will. I have seen it happen too many times.

2.?Manage Your Cash Flow. I don?t care if it is just a checkbook. You need to know how much is coming in and how much is going out before you can save or even think about investing. Pretending you know or just ball parking numbers doesn?t work. You can add and subtract -so figure it out. Why? Because you can?t save, invest for your future, or try to reduce your taxes if you don?t know where your money is going. With all the great tools out there such as Mint, and Quicken, there is no excuse not to be tracking your cash flow.

3.?Risk Management. This means that as you grow your net worth, you also manage the risks that can destroy it along the way. ?That means health, life, auto, home insurance and so on. Think you can?t afford it? Think again. What would happen if you got cancer and didn?t have health insurance?? It wouldn?t be pretty when all that you have worked hard for is wiped out because you didn?t want to pay health insurance premiums.

Of course, we all can?t afford to insure against everything so you pick and choose your battles. This means managing your risks with a combination of self insuring (no insurance and high risk), or partial insuring (small amount of insurance and high deductible), or being fully insured (100% coverage by insurance). Pick a plan that is suited to you, what risk you are willing to take and what you can afford.

US foreclosure filings hit 5-year low in September

U.S. foreclosure filings dropped to a five-year low in September as fewer homes were on track to be seized by lenders.

It was the second-consecutive monthly decline in filings, although there remains a sharp divergence along state lines, according to a report Thursday by foreclosure listing firm RealtyTrac Inc.

On a national level, overall foreclosure filings last month ? including home repossessions ? fell 7 percent from August and 16 percent from September 2011. There were 180,427 foreclosure filings reported for September, the fewest since July 2007 in the midst the housing market bust.

The number of homes entering the foreclosure process, so-called foreclosure starts, fell to 87,066 in September, down 12 percent from August and 15 percent from a year earlier. It was the second-straight month of declines following three months of increases, Irvine, Calif.-based RealtyTrac reported.

Foreclosure starts since peaked in April 2009 at around 203,000. But the current level is still well above the 34,000 starts recorded in May 2005, before the collapse of the housing market.

Overall foreclosure filings include notices of defaults on mortgages, scheduled auctions and repossessions. Foreclosure starts are either default notices or scheduled auctions, depending on the state's legal process.

Foreclosure starts declined in September on an annual basis in 31 states, with the biggest drops in California, Arizona, Michigan, Georgia and Texas, the new report showed. They are among the so-called non-judicial states, in which court approval isn't required for foreclosures.

Foreclosure activity has been declining in most non-judicial states because they didn't build a huge backlog of pending cases during an industrywide slowdown in foreclosures last year. The slowdown stemmed from widespread claims that lenders had been processing foreclosures without verifying documents.

Of the 19 states in which foreclosure starts rose in September, those with the largest annual increases were New Jersey, Pennsylvania, New York, Washington state and Florida. Except for Washington, they are judicial states, where the courts must sign off on foreclosures.

The slower process in states where courts play a role in foreclosures contributed to a logjam of pending foreclosure cases that now has mortgage lenders catching up.

In Washington, a non-judicial state, lenders were catching up with foreclosure cases that had been delayed by a state law that took effect in July 2011 and allowed borrowers facing foreclosure to request mediation, RealtyTrac noted.

The pace of homes entering the foreclosure process is expected to slow gradually, barring another severe economic shock that would send the recovering housing market into a tailspin, experts say. But the decline in foreclosures is likely to continue playing out unevenly, in part because of the differing approaches to handling foreclosures from state to state.

Meanwhile, there were 53,569 completed foreclosures last month. That's up 2 percent from August but down 18 percent from September 2011.

Home repossessions nationwide have been down on an annual basis for the past 23 months. They rose in September in 12 states, including New Jersey, where they jumped 48 percent, and Indiana, where they increased 31 percent.

Between January and September, banks completed foreclosures on 505,585 homes. At that pace, the country is on track to end the year with about 675,000 completed foreclosures, down from around 800,000 last year, according to Daren Blomquist, a vice president at RealtyTrac.

Florida had the highest foreclosure rate in the country last month, a rate of one in every 117 households in some stage of foreclosure.

Arizona, California, Illinois and Georgia rounded out the top five states with the highest foreclosure rates in September.

A couple of weeks I ago I shared the imaginary correspondence between a very traditional mother and her soon-to-be-bride daughter.? Today the daughter is setting up home and maman would like to lend a helping hand...

Of course, if you needed any help with cleaning or tidying then I would bring Marie-Jeanne with me, I'm sure I don't know how I would have managed in this big chateau if I hadn't had her help over the years.

Why, only yesterday, once she had finished cleaning all the silver, and I suggested she did the copper saucepans too,? I said to her "I can't believe how much has to be done to keep a big place like this spick and span".? Not that I ever get much conversation out of dear Marie-Jeanne , she's forever rushing around, I'm sure she should take more time to relax ....
